From the rest of the song, it sounds as though he's already always changing the rules. And if she's constantly chasing him despite how fruitless it is, why would she stop if he changed the rules? This is kinda redundant if you ask me.

If you made a sea a desert, that would dry it up. I think she means 'You'd make a desert a sea' but it did not rhyme with the previous line, so she had to reverse it. Consequently it doesn't make sense.
