The other foot on the train

Why They're Nonsensical:
It is clear from the general context in the song that the singer is not in New Orleans already. And clearly he wouldn't get very far toward New Orleans with one foot on the platform and the other foot on the train (whether the train is moving towards New Orleans or not)!

How will there be a better life in the event that that part about "if it's the last thing we ever do" applies?
