Okay, this whole song is about how Charlene's boyfriend, Billy Bob, painted a heart with their names in it on the town's water tower using green paint. That said, the fact that the heart was green instead of red should've been the least of the townspeople's concerns. And Charlene should not have been impressed with Billy Bob's actions. No matter what color it is, grafitti is not romantic.
