This relates to the russian terrorist incident, the authorities meant to fill the theatre with sleeping gas but they shot something else in that killed a bunch of hostages.

He took some hostages, seven hundred or so
It made a mess when a hundred or so died
Not from the terrorists,
But gas they threw inside
It must have been embarassing
