The Lyrics
This is about a seragate mother who finally face the day she has to give away her child. "It" was used to refer to the child as an object which was manufactured. "Pay day HAS come" refers to the money she receives and "Pay day WILL come" refers to how she will be soon be affected for the rest of her life.
