The Lyrics

If you haven't seen "White Heat" (1949; dir.: Raoul Walsh), James Cagney plays Cody Jarrett, an oedipal, psychopathic criminal seeking affection/affiliation from, respectively, his mother (Margaret Wycherly) and his wife (Virginia Mayo). As he stands triumphantly atop a gasoline storage tank at a refinery he's just tried to rob, his final line is: "Made it ma, top of the world!" Then the tank explodes. Lou Reed led the Underground, which did the OS. This parody is based on the short version of it (http://www.lyricsdepot.com/velvet-underground/white-light-white-heat.html)
