Why:
Refers to the U.S. state of Maine and to the country of Mexico. A curious coincidence is that there is a town called Mexico IN Maine, probably unbeknownst to the song's writer. For those aware of the existence of Mexico, Maine, that could lessen the intended impact of these lines.
