It doesn't sound ANYTHING like Phil is saying "You said you see Cookie Monster," but I submitted that particular misheard lyric because I was thinking about a skit from "Sesame Street" featuring Ernie, and the line "You said you see" in the above misheard lyric reminded me of Ernie saying "You said you see Cookie Monster?".
