Whom does she MEAN was born in a manger? Jesus, of course. But he's never mentioned in the song's first verse, in which these lines occur. In fact, there's nothing else whatsoever in the context of the entire verse to imply that it was any other than the inn with no room, and possibly the woman with child as well, that were born in a manger. Bizarre!
