When Newt Gingrich proposed a lunar colony on the moon while attempting to get some delegates in Florida's primary, I thought he had gone nuts!!! In a time of economic collapse and despair he's gonna propose a program that would be an utter failure and take tens of trillions of dollars to complete over a decade??? I was like... WTF??? Oh- it's Florida, a space center! Duh! Didn't work though as he came in second. Obama must have laughed his ass off as we cannot even transport our own stuff to the ISS b/c of no shuttle! I think it would have been wiser to propose a new series of heavy lift rockets and a new civilian space transport system first (the military already has a space weapons platform in the TR-3B ASTRA)... but we all know Newt!
