Chametz refers to either a leavening agent or a leavened grain product
As to the selling of leavened products, it's a custom in some flavors of Judaism to sell their leavened grain products - including some liquors - prior to Passover instead of throwing them out. Not sure I would want to throw out a $50 bottle of Russian vodka either.
