From a league level it's a good thing to have a team that's worse than all the others for years and years and years. It's not good for the fans of that particual team of course, but for all the other teams that are bad it makes them look a little bit better in comparison. Fan's money keeps coming in to the second worst and third worst and fourth worst team etc in a way that it wouldn't if the were at rock bottom. The might even benefit from paying the Browns to take a deliberate dive at 0-16 because that direct almost all the anger at "bad" teams on just the one.
