Neat one. Fortunately in Finland our schools are not managed by government, but by towns and parishes. Delegating the power of decision closer to the people will improve the quality a lot. "State school" refers in Finland to schools of children of Army personnel, railroad personnel and other personnel in the service of Government with mandatory migratory lifestyle.
