I hate to mess up a good superhero parody (a really good one, in fact), but the original was by Stealer's Wheel, whose lead singer Gerry Rafferty later did "Baker Street." It wasn't by Dylan. Of course, if Dylan were a Bat-villain, he'd be the Riddler. (Even if Don McLean called him "the jester" in "American Pie," that doesn't make him the Joker.)
