You can't find anything about it because there really is nothing to the story that is interesting. Simply, Walz signed off on funding Minnesota schools to provide feminine hygiene products gratis in their washrooms. Some schools had ended up providing dispensers of these products in both boys and girls locker rooms--which, when you consider that sometimes visiting girls sports teams have to use the boys locker room during an after-hours competition, it makes sense. Where's the fun it that? OK, it's actually not a bad explanation, I can imagine how it came about from top down, probably through some party minion fillers committee as it would have been over here - but I can't see how it actually got executed in the real world simply because any principal or faculty or physical education teacher putting feminine hygiene products in a boys locker room expecting them boys not to have a wild trashing go at it (boys will be boys, as they say) would be totally unqualified for job in a normal school. So therefore, if it happened at all, I have to conclude it was somehow forced, and now it's a meme on the guy where the buck stopped at the time.
